In June 2000 the Commission d'évaluation de l'enseignement collégial
(CÉEC) asked each of the colleges of Québec to proceed with a self-evaluation
of their respective institution. A guide was published in French, followed by
an English translation. This meta evaluation is global, is to focus on mission
and objectives, and is to measure structural effectiveness in fulfilling our
mission and meeting our objectives. The CÉEC links this exercise to their
obligation to advise the Minister of Education on any eventual accreditation
of a college to award the Diploma of College Studies. In such an eventuality,
the CÉEC intends to base its recommendations on the results of this evaluation.
The current Minister has stated explicitly, however, that he will not be moving
towards accreditation in the foreseeable future.
The three main objectives behind this evaluation that have been identified
by the CÉEC are to:
- Help colleges to improve further the operations aimed at the fulfilment
of their educational mission and objectives;
- Make public the efforts committed
to the fulfilment of these educational
objectives by Québec's colleges and to publish the measurement
of their success;
- Justify an eventual recommendation on accreditation.
- The commission has
further stipulated that the evaluation:
- Cover the college as an organizational
whole;
- Be based first and foremost on the particular educational mission
and objectives adopted by the college;
- Cover both regular programs and
adult education, to which the college's mission is attached;
- Criteria be
global in nature and focus on the organizational characteristics central
to a college's structural effectiveness,
its ability to
assume its responsibilities, and its capacity to prepare
for the future;
- Be handled entirely by each college in line with its own
particularities;
- Not be used to rank colleges in comparison
with others;
- Allow final judgment of the commission to address the
college's ability to assume its responsibilities
and insure its future.
The criteria adopted by
the CÉEC are the following:
- The college's Educational objectives
are clear, pertinent, and congruent with its institutional educational
mission;
- Organizational structure and management practices are conducive
to the attainment of its objectives and in line with its overall
educational
mission;
- The college attains its objectives;
- Identifies and implements
actions that contribute to its institutional development and
that are in line with its overall educational mission;
- Acts with
integrity and openness in communications and information management.
- Each college is to submit its self-evaluation report to the CÉEC
in accordance with the Commission's specified criteria.
In summary,
the Commission
will examine the:
- Rigour and openness of the evaluation process
followed by the college;
- Depth of analysis;
- Pertinence of the conclusions drawn and the
solutions proposed;
- Coherence of the action plan proposed to
implement these solutions.
The Board of Governors adopted the
Institutional Self-Evaluation Action
Plan on June 13,
2003.
